For more than five (5) years, I have been compiling Grievances to the State Bar's Board of Disciplinary Counsel; only to have my earnest Grievances summarily dismissed as "inquiries" by Christine E. McKeeman, Executive Director and General Counsel, The Board of Disciplinary Appeals Appointed By the Supreme Court of Texas. Christine E. McKeeman has abused the authority of BODA by failing to respect the Due Process of Law Clause by conducting BODA's improper Notice Procedure in opposition to The Texas Rules of Disciplinary Procedure, Section 2.10

I do solemnly swear (or affirm) that I will faithfully execute my duties as a member of the Board of Disciplinary Appeals, as required by the Texas Rules of Disciplinary Procedure, and will to the best of my ability, preserve, protect, and defend the Constitution and laws of the United States and the State of Texas. I further solemnly swear (or affirm) that I will keep secret all such matters and things as shall come to my knowledge as a member of the Board of Disciplinary Appeals arising from or in connection with each Disciplinary Action and Disciplinary Proceeding unless permitted to disclose the same in accordance with the Rules of Disciplinary Procedure or unless ordered to do so in the course of a judicial proceeding or a proceeding before the Board of Disciplinary Appeals. I further solemnly swear (or affirm) that I have neither directly paid, offered, or promised to pay, contributed any money or valuable thing, or promised any public or private office to secure my appointment. So help me God.
    On April 15th, 2014, I sent my Grievance against Christine E. McKeeman to CCA with the following Cover Letter.

RE: Christine E. McKeeman, TX State Bar #16174500, Executive Director & General Counsel, The Board of Disciplinary Appeals, (BODA) Appointed by the Supreme Court of Texas, P.O. Box 12426, Austin, TX 78711 has failed TX Citizens for Five (5) Years in her REFUSAL to Investigate Overt Fraud in Comal County, TX.

I need the CCA's help to encourage the State Bar of Texas to investigate why the Executive Director & General Counsel of BODA has been allowed for, at least, the last five (5) years, to send out standard form dismissal letters to Texas Citizens’ valid Grievances against dishonest attorneys practicing barratry and fraud.             My intention (with CCA's support) is to fully expose Christine E. McKeeman so that she can be immediately discharged from her position as Executive Director & General Counsel of BODA. I plan to continue to demand that BODA determine what disciplinary measures are applicable, including disbarment in regard to Barron Casteel, Jonathan H. Hull, John T. Dierksen, Acie Craig McAda and Judge Gary L. Steel, 274th Judicial District. I want Comal County Citizens to understand that there are Civil and Criminal consequences to participating in dishonest acts of conspiracy and theft of real property - even if a Judge, the Plaintiff’s attorneys, the Defendant's attorney, a Title Insurance Company Attorney, and an FDIC Mortgage Lender (initially) seem "go along with the fraud."

Most importantly, I insist that the State Bar of Texas must uncover the fraudulent scammers to all Members of the State Bar of Texas in a strong effort to influence ALL Bar Members to respect the Rights of Texas Citizens.   Please call me if you have any questions.

Under its' Chief, Christine E. McKeeman, (Bar Card #16174500), BODA in TX makes ITS' own rules. No matter if there is CLEAR evidence of MALPRACTICE, as well as broken HUD, FDIC rules and repeated FRAUDULENT INTENT of Lawyers and a Judge fully documented in a Citizen's Grievance! BODA is not subjected to the 1st or 14th Amendments of the Constitution!  If BODA chooses "not to allow a Panel to be assembled to review a Texas Citizen Grievance's filed with the State Bar of Texas," neither the State Bar of Texas or BODA NEED ANSWER ANY OF ALLEGATIONS OF THE GRIEVANCE.  Then, THAT CITIZEN WILL BE UNABLE TO FIND ANY ATTORNEY WHO WILL FILE A MALPRACTICE LAWSUIT IN TEXAS-because TX attorneys need "good references" from the State Bar - in order to "stay in business."

     REGARDING MALPRACTICE? UNLESS BODA FIRST reviews the 4 attorneys and the judge using a judiciary panel or a Civil Court setting, no TX Attorney will help me file malpractice lawsuits against each of the attorneys or the Judge. Therefore, in order to file the lawsuits, I must actually "take on BODA's Executive Director - to FORCE HER TO DO HER JOB/TO ASSEMBLE A PANEL FOR A REVIEW.  Once I have done that, I have no doubt a Judiciary Panel will find EACH of the lawyers and the Judge guilty as charged in my well documented GRIEVANCE against them.  I WILL BE ABLE TO FIND A TX. ATTY TO HELP ME FILE LAWSUITS.
     TO DATE (4/4/2011), the Executive Director and General Counsel, BODA, has NEVER returned phone calls or letters.  I have only received 5 two paragraph letters from her stating: MY APPEAL OF THE 100 PAGE GRIEVANCE I FILED WITH THE STATE BAR OF TEXAS AGAINST 4 LAWYERS AND A JUDGE HAS BEEN DENIED ANY REVIEW BY THE JUDICIARY COURT OR CIVIL COURT, AND I HAVE NO MORE APPEAL RIGHTS ON THE MATTER. PER BODA, appointed by the Supreme Court of Texas, MY CASE HAS BEEN CLOSED.

     TEXAS CITIZENS ARE PAYING FOR BODA TO DENY THEM FREEDOM OF SPEECH!  THE STATE BAR OF TEXAS is impeding JUSTICE in Tx by failing to assemble a Judiciary Panel to review Grievances filed. How many are being denied Appeals each year? Conservatively,  MORE THAN 8,000 GRIEVANCES PER YEAR ARE BEING DENIED ANY REVIEW BY BODA'S Chief AND MORE THAN 5,000 GRIEVANCES ARE DENIED - WITHOUT EVER CONTACTING THE LAWYER OR JUDGE INVOLVED! - NOR EVEN ANSWERING THE ALLEGATIONS OF THE GRIEVANCE!

On October 23, 2009, I received five "identical, stock" letters from J.M Richards, Senior Investigator of the Chief Disciplinary Counsel, State Bar of Texas - stating "After examining your Grievance, this office has determined that the information alleged does not demonstrate any disciplinary rule violation on the part of the lawyer. Accordingly, this Grievance has been classified as an Inquiry and has been dismissed."
    The Office of the Chief Disciplinary Counsel sent identical letters of DISMISSAL

The BODA Chief sends out dismissal letters to, perhaps, as many as 8,000 Texas Citizens per year, after their Grievances are denied any review by the Texas State Bar! Press here to see more letters sent out by BODA.
    Along with the DISMISSALS LETTERS (press here to see them), I received the "Disciplinary System Questionnaire."  Obviously, the Office of the Chief Disciplinary Counsel believed that TX Citizens could be denied their Civil Rights and simply be satisfied to complete a Questionnaire to complain about it!

In Texas, a Citizen can experience barratry, misconduct, malpractice and FRAUD and have our Home taken from us without Due Process or a Civil Trial. Yet a Grievance will be disregarded by the State Bar and BODA!  Instead, we, Texas Citizens are mailed a Disciplinary System Questionnaire.  Press HERE to see it!
